THE STATUTORY PLANNER ROLE DESCRIBED

The statutory planner is responsible for the large Structure plans and political decisions leading up to the approval of the same. The statutory planner will lead the preparation of the Proposed Structure plans and can determine or change the direction of the development of the larger regions, cities, or municipalities. Senior Statutory planner will work closely and report to the Minister for Planning. Together, they can establish long-term goals for the development of the municipalities. All developments including all future infrastructure can in general terms be found in well-worded Structure plans.

Key Responsibilities  

• Undertake research, analysis, and review of complex planning issues including identifying emerging issues to develop evidence-based strategies, advice, reports, and briefings on State and local government planning policies, regulations, and legislation affecting the delivery of future plans.

• Proactively collaborate with project directors, project officers, and key government stakeholders in managing the state significant and local government development approval processes, including attending pre-development meetings,

• Managing the development application process and providing quality assurance reviews of all Environmental Impact Statements (EIS), Statement of Environmental Effects (SEE), and Review of Environmental Factors (REF) documentation, negotiating conditions of consent,

• review post-approval management plans and ensure ongoing compliance with development consent requirements.

• Prepare briefs and responses to correspondence and inquiries relating to the policy and procedures impacting on the physical assets owned and operated by the department, procuring and managing external specialist contractors as necessary.

• Assess the impact of development applications by third parties on departmental assets and operations and provide advice to internal stakeholders and prepare submissions to local councils.

• Proactively provide advice on various aspects of statutory and strategic planning requirements, including the preparation of preliminary planning due diligence advice to internal and external customers to assist in their understanding of the approval processes.

• Provide planning information services to internal stakeholders and participate in departmental and interagency committees and working parties.

• Contribute to improvements in the planning system process, meeting performance standards, embracing continuous improvement, and achieving a high level of customer service.

• Build productive and strong working relationships with external agencies and internal stakeholders, actively contributing and sharing technical knowledge and expertise.

• Contribute to the overall master planning process for Infrastructure Planning projects as part of the planning team

Required Education

  • Relevant tertiary qualification in Town Planning.
  • Membership of PIA or VPELA.
  • Accredited PIA town planning registration.
  • Knowledge of the Planning and Environment Act 1987 and planning processes.
  • Thorough knowledge of the Victorian planning legislation framework.

Required Skills

  • Great written and verbal skills including the ability to prepare comprehensive reports and make recommendations.
  • Ability to analyze and interpret a wide range of information and issues.
  • Ability to represent the Planning profession at public forums.
  • Anticipated statutory planning experience in a similar planning environment.
  • Significant experience in the application of Victorian Planning Legislation,

  • Ability to implement Planning Scheme and all relevant Acts to facilitate appropriate land use and development outcomes for the municipality.
