AFFORDABLE HOUSING

Strategies that can deliver affordable housing.
Affordable housing

Affordable housing can be delivered by meeting one or more of the below criteria.

Who is it for:

a) Affordable housing for the homeless,

b) Unemployed with the potential for employment,

c) Low-income individuals, low-income families,

d) Single parents and victims of violence,

e) Disable,

f) Elderly.

Following strategies can deliver affordable housing.

Possible town planning changes

a) Review Clause 54 ResCode One Dwelling on the lot. Clause 54 can have an addendum to allow two or more families living in one house.

b) Residential density change by selective residential overlay change.

Lowering the current price of construction

a) Provide pre-approved open-source home designs. Provide an open source for building material supply. Provision of the lowest material and product price for all aspects of home construction.

b) Plan for precast or modular mass production. 3D printed houses can be delivered at a low cost.

c) Specify the minimum required residential area per person. European examples are around 35m2 per person. (Australia 54m2)

Providing affordable land for construction

a) As part of new or infill sites.

b) Via government-subsidized land purchase.

c) Utilise short-term locations for mobile or tiny house placement.

d) Locate individual sites for affordable homes within the newly constructed estates.

e) Investigate crown land location and availability. Purchase underperforming precincts. Apply change of use zones.

f) Include resilient CBD initiatives, and refurbish existing and underperforming business and commercial buildings.

Financial incentives for affordable housing

a) Declare housing precinct as not a commodity. It can not be an investment or be sold.

Provision of higher density housing in rural and regional Victoria

a) Consider regional centers with good transportation, accessible internet, and remote working conditions. Prioritize centers with the opportunities for seasonal or full-time employment.

b) Design short and long-term accommodation along major regional roads and near existing townships, using existing infrastructure.

c) Elevate existing rural township density and building height limits. Provide medium to high-density overlay. The following is a reference to the current planning strategy for affordable housing link.

Home affordability is a location-specific issue and can be delivered in collaboration with the councils or private investors.
